About Capexil
CAPEXIL, a non-profit making organization, was setup in March 1958 by the Ministry of Commerce, Government of India to promote export of Chemical and Allied Products from India. And since then has been the voice of Indian business community. With the headquarter at Kolkata, and regional offices at New Delhi, Mumbai, Kolkata and Chennai, CAPEXIL has more than 3500 members across the country.
Why Certifications?
European Union started regulating the import of Products of Animal Origin in the year 1997.
To maintain export of these products to European Union, Government of India appointed CAPEXIL as the “Competent Authority” in the year 1997 to oversee production and regulate the export of Bones and Bone Products (excluding Bone Meal) and hooves and hoof products (excluding Hoof meal) vide Public Notice No.9/1997-2002 dated 20.5.1997. This was subsequently amended to include export of Bones and Bone Products including Ossein and Gelatine intended to be used for Human Consumption, meant for European Union vide Public Notice No. 20 (RE-2000)/1997-2000 dated 06.07.2000. This order has been subsequently modified from time to time to include more and more products of Animal Origin. These Notifications were again amended by Notification No. 26/2009-2014 dated 25 January 2010 and Notification No. 39/2009-2014 dated 4th May 2010 issued by Director General of Foreign Trade, Ministry of Commerce and Industry, Govt. of India.
Director General of Foreign Trade, Ministry of Commerce and Industry, Govt. of India issued further Notification No. 90 (RE-2010)/2009-2014 dated 15th December 2011, Notification No. 83(RE-2013)/2009-2014 dated 20th June 2014 and Notification No. 95 (RE-2013)/2009-2014 dated 22nd October 2014 vide which more and more products of Animal Origin were included under CAPEXIL as the Competent Authority. By these Notifications Government of India vested the Powers with CAPEXIL to oversee the production and export of products of Animal Origin as per the norms laid down by European Commission.
Authorization to sign certificates
Ministry of Commerce and Industry, Government of India vide Order S.O. No. 725(E) and 726(E) dated 3rd April 2012 notified that Crushed Bones, Ossein and Gelatine meant for Human Consumption shall be subjected to quality control, inspection and monitoring prior to Export. Capexil was appointed as the Competent Authority and Export Inspection Council (EIC) as Central Competent Authority. EIC issues the Health Certificates covering export of these products based on the Health endorsements by CAPEXIL.
As per World Organization for Animal Health (OIE), Paris, France all Health Certificates accompanying Shipment of products of Animal Origin must be signed by the Official Veterinarian of the Govt. of India. The Animal Quarantine and Certification Services (AQCS) are vested with this power by Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, Govt. of India. The Health Certificates accompanying shipments are issued / signed jointly by Capexil, the Competent Authority and Animal Quarantine and Certification Services (AQCS), Ministry of Agriculture, Department of Animal Husbandry, Dairying and Fisheries, Govt. of India. This authority has been vested with Capexil and AQCS by Government of India by above referred Notifications.
Need for Online certifications
Until a few years back only European Union (EU) was concerned about the Health Certification of the products of Animal Origin imported into Europe. However, in the last couple of years more and more countries are expressing reservations on the import and insisting on Health Certificates for these products. Capexil continues to work in this direction to facilitate exports of these products from India.
To keep up with the Government of India initiative for Digital India and keeping in view the difficulties faced by the exporters, Capexil decided to do away with the present manual system of issuance of Plant Approval Certificate, Shipment Clearance Certificate, Health Certificate, etc. Capexil decided to introduce an online system for issuance of Plant Approval Certificate, Shipment Clearance Certificate and Health Certificate etc, for products of animal origin. The details of all Approved Plants and Certificates issued by Capexil are displayed on this website https://www.capexilcertifications.in which can be used by officers of the Animal Quarantine and Certification Service (AQCS) and Export Inspection Council of India (EIC) for verification of the status of the Approved Plants and the details of the Health Certificate before signing. The online details can also be used by the Indian Customs at the Indian ports of shipment to confirm the authenticity of Shipment Clearance Certificates issued by Capexil. Port Health Authorities at the destination ports can also verify and confirm the Authenticity of Health Certificates.
